Once you have a cpanel account web host, it is more than likely you have Fantastico.
Fantastico automatically installs many popular programs for you including Joomla!
Go to your hosting account control panel for your domain name and look down the main page until you come to the Fantastico icon.
Click on it and choose Joomla!, now take a note of the version that it will install [important!]... Then go to www.joomla.org and check to see what the latest stable version number is... If Fantastico is not installing that latest version, then do not use Fantastico to install your Joomla! site. Use the manual Joomla! installation instead. (Many Joomla! new release version fix security issues, so you must use the latest version - not doing so could easily open your new site to attack from hackers).
Presuming that Fantastico is going to install the latest version, then you just need to go through the install process which is very self-explanatory.
Remember that Fantastico will also update your Joomla! installation in the future, so you need to know when a new version is released by Joomla! and then go back and use Fantastico to update your Joomla! version. Go to www.joomla.org and sign up to receive their news.
